Troy is a London based partner of Allen & Overy LLP, a member of the firm's global projects, energy, natural resources and infrastructure (PENRI) team, co-head of A&O’s energy sector group and head of A&O’s construction practice.
His practice focuses on a wide range of privately and publicly financed energy and infrastructure projects and assets across a variety of jurisdictions, including throughout Europe, Africa, the CIS and the Middle East.
Troy regularly acts for sponsors, lenders, governments and contractors on all types of commercial and governmental contracts and economic structures, including concession, supply, offtake, joint venture, construction, funding, acquisition and sales arrangements and in sectors as diverse as hydrogen (including various power-to-X developments involving sustainable aviation fuels, green ammonia, green methanol and green steel), carbon capture and storage, electricity (focusing on nuclear and renewables), water, rail and oil & gas. He is a specialist in first-of-a-kind projects.
