Simon is a senior counsel in the global Projects, Energy, Natural Resources and Infrastructure practice, based in our Washington, D.C. office. He represents developers and lenders in a wide range of infrastructure projects in the United States and around the globe, including in the Middle East and Africa. For five years, he resided and practiced in Dubai.

Simon’s experience spans a wide range of infrastructure projects and, in particular, both traditional and renewable power projects. These range from wind and solar power and integrated water and power to geothermal or clean coal power and petroleum refineries. He handles projects funded on a project finance or public-private partnership (PPP) basis or on balance sheet.

Within the context of complex energy transactions, Simon handles project documentation, including agreements related to power purchase, engineering, procurement and construction, operation and maintenance, service and supply. Simon also advises on financing documents, including documentation for tax equity finance, senior secured loans, equity bridge facilities, mezzanine debt financing and equity financing.
