Andrey Panov joins Allen & Overy’s Dispute Resolution practice as Counsel in Moscow on 16 December 2019. He is a litigation and arbitration specialist, who has practiced at Norton Rose Fulbright in Moscow since 2012. Prior to that, Andrey worked at several leading Russian and international law firms in Moscow.

Andrey has over 12 years of experience representing his clients before Russian and foreign courts, as well before arbitral tribunals. He regularly acts as lead counsel in his cases, and has conducted his own advocacy in numerous commercial, construction and investment arbitration cases under the ICC, SCC, LCIA, SIAC and ICAC Rules. In addition to his counsel work, Andrey also sits as an arbitrator in domestic and international cases under various sets of rules, including the ICC. Andrey has also represented his clients in many high profile commercial and corporate disputes at all levels of the Russian courts, with some of his cases becoming precedents cited in the information letters of the Presidium of the Supreme Arbitration Court of the Russian Federation. In addition, Andrey has also advised his clients on litigation conducted in jurisdictions including England and Wales, Switzerland, Cyprus, Jersey, the British Virgin Islands and the Marshall Islands. 

A Fellow of the Chartered Institute of Arbitrators (FCIArb) and the only non-partner member of the LCIA European Users’ Council, Andrey is currently a co-chair of the LCIA Young International Arbitration Group (YIAG). He is a member of the ICC’s Russia nominations committee and was part of the group that drafted the Prague Rules on the Effective Conduct of Proceedings, a development which won the GAR Award for the Best Innovation in Arbitration in 2018.

Andrey’s arrival will significantly strengthen Allen & Overy’s dispute resolution practice in Russia and the CIS, the track record of which already includes a number of high-profile cases within the region.
