Pablo has wide experience in advising the Administration and private entities in questions related to telecommunications, media, energy, transport, gambling, infrastructure, public procurement and public law litigation. 

He is a State Lawyer since 1990 and in 1996 was appointed junior minister of the Public Works Ministry, which held the competences over the infrastructure, telecommunications and transport sectors. He's been member of the Board of Directors of RENFE, AENA, GIF and ENATCAR. He is the author of numerous publications on the sectors previously mentioned.

He is also a specialist in Sports law. He was member for seven seasons of the Competition Committee of the royal Soccer Spanish Federation. Since 2000 he is a member of the Social Committee of Resources of the Soccer League as well as member of the Spanish Court of Arbitration of Sports. He has been a member during two seasons of the Spanish Basketball Federation.

In the infrastructure field, he is an expert in the preparation of tender offers and a Draft Bill on the legal regime regarding administrative contracts, negotiation of contracts of concessions, contract resolutions, etc. Pablo is highly recommended for his excellent work in the main legal directories such as Chambers & Partners.

Crea Madrid Nuevo Norte on all the administrative law issues (included the implementation of the partial reform plan of Paseo de la Castellana, the main North-South avenue in Madrid). 

Cellnex on all matters relating to the services provided by the company. Such advice includes consultations, administrative proceedings and contentious administrative proceedings before the courts. 

BBVA on all the administrative law issues (included the implementation of the partial reform plan of Paseo de la Castellana, the main North-South avenue in Madrid). Pablo Mayor, in turn, is the Secretary of the Board of CMNN. CMNN is a private initiative project to extend the avenue. This is one of the most important urban development plans taking place in recent years and has important environmental issues for the city of Madrid.
