Mosaed is a regulatory and public policy projects expert. He has extensive experience advising on infrastructure/ concession / PPP/ regulatory/ procurement matters in the Middle East. 
Mosaed works with major regional and international institutional clients across jurisdictions and in multiple sectors including public policy, financial services, procurement and PPP, energy, industrial, corporate, technology and many more. He has practised in the region for over 16 years and is a leading practitioner in the field. Mosaed is qualified in New York and Kuwait and is fluent in both English and Arabic.

Representative matters

A Saudi Royal Commission on various foundational infrastructure projects and PPPs in the transport, CITC, Smart City and waste sectors. 

Abu Dhabi Investment Office on a several pathfinder PPP projects. 

A Saudi Royal Commission on drafting hospitality, real estate and development laws and regulations for the development of the region, including a multi-jurisdiction cross border benchmarking exercise on the relevant areas of law. 

A Royal Commission in Saudi Arabi on the set up and governance of a specialised economic zone in the Kingdom focused on life sciences.
