Lukasz leads the debt capital market practice at A&O Shearman Warsaw.

Łukasz has market-leading experience in advising both managers and issuers on the full spectrum of domestic and international capital market transactions, including straight debt, covered bonds, regulatory capital issuances and structured finance transactions.

His experience includes assisting a number of Polish issuers on their debut Eurobonds, advising on the first international covered bond programme established by a Polish mortgage bank and the first issuance of regulatory capital instruments by a Polish insurance company.

He is recognised as a leading practitioner by his clients and peers in Poland.

Experience

Representative matters

Bank Gospodarstwa Krajowego, the Polish state development bank, on establishing a EUR 15 billion EMTN programme, updates of the programme and drawdowns under it.

The European Investment Bank on subscribing for EUR 1.8 billion bonds issued by Bank Gospodarstwa Krajowego and guaranteed by the State Treasury. The issue proceeds financed the Ukraine Support Fund established to support Ukrainians affected by the war in Ukraine.

Polski Fundusz Rozwoju, the Polish state development fund, on establishing a PLN 100 billion bond programme to finance the support provided by the Polish state to Polish entrepreneurs affected by COVID-19.

PZU on its issuance of subordinated bonds in compliance with the requirements of the Solvency II Directive. This is the first issuance of subordinated debt instruments by a Polish insurance company.
