Jillian is a Partner in our Projects, Energy, Natural Resources and Infrastructure (PENRI) group and head of the U.S. China Group in the New York office.

Jillian has significant experience representing investors, sponsors, developers and lenders on the acquisition, financing and development of major projects around the world in a wide range of sectors, including all aspects of energy transition (including carbon capture, utilization and storage (CCUS), hydrogen, EV and renewables), transportation (including airports, rail, ports and roads), power generation and distribution and water. She also has extensive experience advising on the structuring, formation, marketing and financing of private investment funds in the infrastructure, energy, real estate and mining sectors, including representing lenders and funds on subscription line, NAV and hybrid financings for funds. Chambers USA 2023 has noted Jillian as Band 4 in the PPP market.

Jillian has recently returned to Allen & Overy after serving as an Executive Director with J.P. Morgan Asset Management’s Infrastructure Investments Group, where she advised on the legal, compliance and risk aspects of all matters related to the Group’s private infrastructure investment fund, including fund structuring, investor onboarding and global financing and M&A transactions.

As head of the U.S. China Group, Jillian has particular experience advising Chinese clients on their projects in the Americas, and advising US clients on transactions related to China, in close coordination with Allen & Overy’s China offices.

Jillian attended both Harvard College and Harvard Law School, graduating with honors of summa cum laude and magna cum laude. Jillian is fluent in Mandarin.
