Stephen Miller is based out of our Hong Kong office with regional responsibility for our capital markets practice in Asia Pacific. He has over 25 years’ experience advising on debt capital markets transactions in Asia and Europe.

He was a member of the Allen & Overy team advising the arranger of debt financing for the acquisition of The Center, an iconic Hong Kong commercial property. This won the Debt Market Deal of the Year award at the Asian Legal Business Hong Kong Law Awards, 2018.

He has also advised the Port of Melbourne on its AUD550 million Kangaroo bond, winner of the Australia Dollar Corporate Bond Deal of the Year at the KangaNews Awards 2018.

Stephen has been closely involved in the development of medium term note programmes as a funding tool for governments and major enterprises. In the course of his career he has advised on the establishment and use of over 200 such programmes for issuers in countries including Australia, Hong Kong, Japan, Korea, New Zealand and Singapore.

He also has a professional interest in the regulatory capital needs of financial institutions. He has advised on capital raising in the light of Basel accords as they have evolved over the last three decades.

Stephen is ranked as an “Eminent Practitioner, Capital Markets: Debt (International Firms) – China” in Chambers Asia Pacific 2018 and 2019.
