Goran is an energy, resources and projects specialist. He advises across all aspects of the ‘pit to port’ spectrum within the energy, mining and petroleum sectors including on project acquisition, joint ventures, project development and infrastructure construction, operations and services arrangements and off-take. He has been involved with some of Australia’s largest mining, LNG and renewable energy projects and brings significant experience in resources projects globally including in relation to environmental and electricity regulation.
Additionally, Goran advises on regulatory aspects of energy and resources projects in Australia, including in respect of environmental approvals and compliance. He brings considerable expertise in environmental and social compliance, including in the application of IFC Performance Standards and Equator Principles, in the context of significant LNG and mining projects in non-OECD jurisdictions.
Goran is sought for his deep sector expertise and solutions focussed approach. Experience highlights
ECAs and the international commercial lenders on: (1) all aspects of the EPCIC and sub-sea infrastructure arrangements in respect of ENI’s Coral FLNG Project, offshore Mozambique; and (2) E&S project aspects including IFC Performance Standards/Equator Principles and scope and effect of key financing E&S covenants.
A group of gas and oil companies and ‘Project Sponsors’ in relation to various project development issues including the application of, and compliance with, IFC Performance Standards and Equator Principles and formulation of associated covenants. In this role, Goran lead on the development of a market-first gap analysis between Australian environmental and social laws and IFC Performance Standards and Equator Principles.
SK E&S, as participant in the Caldita-Barossa joint venture, on proposed backfill and tie-in arrangements with Darwin LNG participants and associated joint venture related issues.
ECAs and commercial lenders in relation to EPC, mining, environmental and regulatory aspects of the Roy Hill Iron Ore Project. This remains the largest project financing of a mining project to date.

- SK E&S in relation to LNG infrastructure tie-in and back-fill facility development and tolling arrangements in respect of existing third party operated LNG plant and facilities in North-West Australia.
- ENI’s Coral Floating LNG (FLNG) Project, offshore Mozambique
- Engie on “green hydrogen” hydrogen and oxygen purchase arrangements (HOPA) and associated solar-to-hydrogen solar farm and hydrogen processing facilities, with the
- HOPA being adaptable for a variety of projects which produce hydrogen out of renewable power plants.
- ECAs and Lenders on the proposed multi-billion dollar Rovuma LNG Project in Mozambique. The role includes advising on E&S documentation issues associated with the project financing of the Project and the Project’s compliance with IFC Performance Standards and Equator Principles.
- Griffin Coal and Lanco on transitional mining management arrangements with Oceania Resources.
- Vale in relation to a variety of matters pertaining to its Australian coal mining assets and operations including on regulatory and environmental compliance issues and mining services arrangements.
- As principal legal and strategic adviser to Griffin Coal Mining Company (Western Australia’s largest coal miner), including in relation to a variety of State Agreement and Mining Act related matters relevant to the on-going maintenance and protection of existing suite of coal mining tenements; and matters relating to the proposed expansion of coal mining operations including regulatory approvals, infrastructure and port access arrangements.
- Fortescue Metals Group Ltd on various strategic and operational aspects including in respect of disposal of power generation assets of its Solomon Project, farm-in, joint venture and mining rights arrangements and proposed acquisition of interests in various mineral assets outside of Australia.
- Commercial lenders in relation to the negotiation and drafting of Guinea Alumina Corporation’s mine infrastructure EPC and mining services contract relating to its proposed bauxite mining and alumina project in Guinea, Africa.
- Emirates Global Alumina in relation to proposed bauxite and alumina asset acquisitions.
- PTT in relation to the proposed development of FLNG infrastructure in respect of its Cash Maple field including in respect of FEED documentation and joint development arrangements as between the proposed development consortium.
- Mubadala Petroleum on FPSO construction and conversion works arrangements relating to the Jasmine field, Thailand.
