Allen & Overy advises on Federal Government’s prison PPP

Allen & Overy advises winning bidder on Federal Government’s prison PPP.  

Allen & Overy's Belgian Projects and Infrastructure team have advised the winning bidder Eiffage, the European construction and concessions group, and DG Infra+, the private equity fund, on the Federal Government's prison PPP project in Marche-en-Famenne. The project, located in the Walloon Region, is part of the Federal Government's Masterplan for prisons infrastructure. It was signed on 29 June 2011.

Commenting on this transaction, partner Helga Van Peer said: "This project is a first in many ways. It is the first Walloon PPP project of this size to be closed by the Federal Government. It is the first time that the Federal Government has used a DBFM structure for social infrastructure and is part of the first batch of four prison PPPs. At a time that we have been without a federal government for over a year, understanding and conveying political sensitivities and "local" market practice were probably key factors to closing the deal within a demanding timeframe."
