Counsel

Luc specialises in public law and has a strong expertise, both in France and in Morocco, advising sponsors and lenders in connection with PPP contracts, concessions, public procurement, public domain or regulated sectors as well as public bodies in relation to restructuring of the public sector. 
 

He has developed particular expertise in the fields of transport, energy, telecommunications and defence. Luc also advises clients on all regulatory aspects of their M&A transactions (in the areas of public procurement, regulation, including FDI control, and environmental law). 

He assists his clients before French administrative courts in their disputes relating to public and environmental law.

Experience

Representative matters

Multiple French companies and foreign investors in French sensitive sectors on the French FDI control aspects of their projects of disposal or acquisitions of businesses in France. 

A Chinese Investor on regulatory aspects of the privatisation of a French regional airport and then on the disposal of its shares. 

Caisse des dépôts et consignations Financial Services, a French public financial institution, on the takeover of the French Post, an international group with mail, delivery, insurance and banking activities worldwide on the FDI control implications of the transaction in more than 50 jurisdictions. 

Vivendi on the FDI aspects of the EUR17bn sale of SFR to Altice. 

Pro bono

Luc has been advising the Paris Peace Forum since its creation in 2018.
