EC compromises its proposals for future telecoms regulation

On 13 November 2007, the EU Commission published its proposals for reform of the EU Telecoms regulatory package, first introduced in 2002. It is intended to be a major revision to a package which, by its very nature, was intended to become outdated. A basic premise of the reforms in 2002 was that the introduction of better regulation would lead to an increase in competition, which in turn would reduce the need for regulation.
